The Scientific Committee on Consumer Safety (SCCS) of the European Commission has published an opinion regarding the safety of the tetrabromopehnol blue in hair dyes.
The report does not consider that tetrabromophenol blue at the maximum permitted level (o.2%) is safe. It also notes that tetrabromophenol blue is, in fact, usually a mixture of octa-, hepta- and hexa-bromo phenolsulfonphthaleins. Further work is recommended on the safety of this substance.
